Andy Phillips a licensed Institution of Railway Signal Engineers (IRSE) Major Works Tester in Charge and is Director of Train Control at US Rail Systems, bringing more than 35 years of experience in railway signalling, train control, testing, and commissioning. Throughout his career, he has played a leading role in the successful delivery of some of the United Kingdom’s most complex rail infrastructure programs, earning a reputation as a trusted Subject Matter Expert in signalling systems integration, testing strategy, and operational commissioning. 

Prior to joining US Rail Systems, Andy held senior leadership and testing positions with Siemens Mobility, Alstom, Colas Rail, and Network Rail projects. He served as Principal Test Engineer for Siemens’ Wales and West Region and has led major programs including the Core Valley Lines Transformation Project, Devon and Cornwall Signalling Programme, Port Talbot West Phase 2, Bristol Area Signalling Renewals and Enhancements, Reading Station Area Redevelopment, and the Mid Cornwall Metro Project. 

As Major Works Tester in Charge, Andy has successfully directed multidisciplinary teams and coordinated stakeholders across rail operators, infrastructure owners, contractors, and government agencies. His leadership, technical expertise, and commitment to operational excellence have been instrumental in delivering complex train control and signalling solutions that improve safety, reliability, and network performance.
