Scott Richards

Scott Richards is the President and Chief Executive Officer of US Rail Systems Inc., one of the fastest growing and most technically advanced high-speed and electrified rail consultancy firms in the United States. With more than 18 years of hands-on and executive experience delivering complex rail systems across both the U.S. and the U.K., Scott is widely regarded as a transformative leader.

Scott began his railway career in 2007 as a track laborer with Network Rail, working in the freezing winters of London. That early, ground-level exposure to heavy rail infrastructure gave him a technical foundation and a no-nonsense perspective that still defines his leadership today. Recognized for his exceptional drive and engineering intuition, Scott was fast-tracked into leadership roles managing complex, multi-disciplinary rail systems projects before the age of 22.

Over nearly two decades, Scott has accumulated unmatched expertise across both Owner’s Engineer and Contractor roles, leading delivery and oversight on some of the most technically demanding electrified rail programs in the industry. In 2019, he relocated to the United States to serve as a subject matter expert on transit systems delivery, focusing on construction, maintenance, and operational readiness for major West Coast programs.

Scott’s leadership is relentless, principled, and unapologetically results-driven. He previously served as CEO of a rail consultancy that achieved 8-figure revenues in under 30 months. He thrives on solving the unsolvable, bringing structure, strategy, and uncompromising delivery standards to programs that require elite technical oversight.
